MINUTES <br /> <br /> Eugene City Council <br /> Council Chamber--777 Pearl Street <br /> <br /> June 22, 1998 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Bobby Lee, Pat Fart, Ken Tollenaar, Nancy Nathanson, Tim Laue, <br /> Scott Meisner, Laurie Swanson Gribskov, Betty Taylor, Bobby Lee.. <br /> <br /> I. PUBLIC FORUM <br /> <br />Mr. Torrey said that the council would abide by its policy, adopted in December 1997, related to <br />the public forum and other public hearings. He reviewed the policy in question. <br /> <br />Nick Anton, 512 Minnesota Lane, addressed the council about an ongoing situation on <br />Honeysuckle Lane at a house owned by his parents. He was very upset by the way the City had <br />addressed that situation. Mr. Anton said that his father did not understand the situation and the <br />civil penalties imposed by the City continued to mount. He maintained that his family was about <br />to lose the house because of the City regulations and the escalating tensions with adjacent <br />neighbors. He asked the council to appoint someone to work with him. <br /> <br />Steve "Faddah" Wolf, 520 West 13th Avenue, expressed his belief that government was judged <br />by how it treated its poorest citizens, including downtown youth. He did not accept that the <br />downtown mall curfew and exclusion ordinance was intended to protect youth from adult <br />predators, but was willing to work within the system. Mr. Wolf said that some of the council <br />members needed to drop their adversarial position against the youth downtown. He <br />recommended the council read Instructions to the Cook by Bernard Glassman, published by <br />Random House. <br /> <br />Lawrence Hamblin, 780 Club Way, represented the Oregon Track Club. He said that his <br />organization was working with the City and the Oregon Department of Transportation (©D©T) to <br />get Pre's Rock transferred to City ownership. He said that an individual had come forward with <br />an offer to buy the ©D©T property and transfer it to Eugene. He urged the council to work with <br />that individual to determine if there were funds available to maintain the property. <br /> <br />Clifford Shirley, 17589 South Pacific Highway, Portland, said that on behalf of his wife and <br />himself, the Oregon Track Club, and the Prefontaine family, he had made an offer to purchase <br />the property on which Pre's Rock stood and to donate to the City with no strings attached. He <br />noted that he had discussed the subject with City Manager Jim Johnson. Mr. Shirley said that <br />he would like to see something done at the site to accommodate off-street parking. He said that <br />he was willing to donate toward that purpose too. <br />Nick Urhausen, 2858 Lawrence Street, asked the council to consider dropping the City Manager <br />form of government and instituting a system of paid City Councilors and Mayor.
