He noted his particular opposition to domestic partner <br />benefits. Mr. Urhausen said that he felt disenfranchised because he voted for Mayor Torrey but <br />he seemed to have the least authority of anyone in the City. <br /> <br />Gary Rayor, 2373 Washington Street, asked the council to postpone the City Manager hiring <br />process until the following year, and to employ a public process regarding the search parameters. <br />He said that while stability within organization was important, it was also important to ensure <br />stability within the community in terms of trust. <br /> <br />Regarding the City's contract for legal services, Mr. Rayor said that he had never heard of a <br />personal services contract exceeding five years and further asserted that such a contract was <br />"unheard of." He suggested that the issue came down to the comfort level of the organization. <br />He asserted a fair and open Request for Proposals process was needed, and suggested a <br />selection committee of attorneys from Eugene and other communities be asked to help in the <br />selection process. <br /> <br /> II. CONSENT CALENDAR <br /> A. Resolution Concerning State Shared Revenue <br /> <br /> Res. No. 4653--A resolution certifying that the City of Eugene provides the <br /> municipal services required by Oregon Revised Statutes, Section 221.760, in <br /> order to receive State Shared Revenues. <br /> <br /> B. Approval of Revisions to the Southern Willamette Private Industry Council <br /> Agreement <br /> <br /> Mr. Fart moved, seconded by Mr. Tollenaar, to approve the Consent <br /> Calendar. Roll call; the motion passed unanimously, 7:0. <br /> <br /> III. RESOLUTION: ENDORSEMENT OF LANE COUNTY'S WASTESHED GOAL OF 45 <br /> PERCENT RECOVERY FOR THE YEAR 2000 <br /> <br />Alex Cuyler, Planning and Development Department, requested the council's approval of the <br />resolution to endorse Lane County's goal of 45 percent wasteshed recovery by the year 2000. <br /> <br />Responding to a question from Mr. Tollenaar regarding the City's outside yard debris pick up <br />program, Mr. Cuyler said that the haulers licensed by the City conducted one such pickup in the <br />fall and one in the spring. He said that staff was still evaluating the program. There was <br />considerable rain in May so the level of participation had been less than previous. Mr. Cuyler <br />said that staff would complete a program synopsis and present it to the council. <br /> <br />Responding to a question from Ms. Nathanson about what other Lane County communities were <br />doing to help achieve the reduction goal, Mr. Cuyler said that Cottage Grove had conducted its <br /> <br />MINUTES--Eugene City Council June 22, 1998 Page 2 <br />7:30 p.m. <br /> <br /> <br />
