Mr. Torrey asked the council to consider funding a grant writer for a two-year trial period. He said <br />that such a position would allow the City to take advantage of opportunities for funding from <br />federal and State agencies and private entities. <br /> <br /> Ms. Nathanson moved, seconded by Mr. Laue, to amend the main motion to <br /> allocate up to $48,407 to the Office of the City Manager for a grant writing <br /> position, and to reduce the Ballot Measure 50 Transition Reserve by a like <br /> amount. <br /> <br />Mr. Tollenaar indicated he would support the motion. He said that role of foundations in providing <br />resources to state and local government had increased in recent years as other sources of <br />funding were eliminated. He said that whoever was responsible for the function should pay <br />attention to the role of foundations. <br /> <br />Ms. Swanson Gribskov said that she would support the motion as a pilot project. However, she <br />was concerned that a single grant writer would be able to "pick up on" the numerous issues <br />facing the City. <br /> <br />Mr. Meisner said that he would also support the motion. He expressed appreciation for the <br />information presented to the council and Budget Committee. He said that he had been present <br />at the Budget Committee meeting at which the funding was considered, the motion would have <br />passed. He said that he supported the limited, trial nature of the position, and urged staff to <br />focus on a variety of small grant sources rather than a few large grants. <br /> <br /> Roll call vote; the motion passed unanimously, 8:0. <br /> <br /> Mr. Farr moved to allocate $48,000 to Kids City Adventure at Petersen Barn. <br /> <br />The motion died for lack of a second. <br /> <br />Responding to a question from Ms. Taylor, Linda Phelps, Planning and Development Department <br />described the special events were contemplated with the funding proposed in the main motion, <br />stressing that programs were proposed at all community centers and in each neighborhood. <br />Responding to a follow-up question from Ms. Taylor, Ms. Phelps said the intergenerational <br />volunteer outreach program was new. <br /> <br />Ms. Taylor asked if Campbell Senior Center could be totally restored. Ms. Phelps said that the <br />motion restored approximately half the center's previous programming. <br /> <br />Mr. Torrey asked if the intergenerational volunteer outreach program could assist parents who <br />were attempting to organize cooperative day camps. Ms. Phelps said that she was unfamiliar <br />with the concept but found it interesting and indicated staff would do further follow-up. <br /> <br />Responding to a question from Ms. Nathanson, Ms. Phelps described the intergenerational <br />volunteer outreach program and said that it did not replicate other services, which were not <br />sufficient. <br /> <br />MINUTES--Eugene City Council June 22, 1998 Page 10 <br />7:30 p.m. <br /> <br /> <br />
