Based on <br />the above findings, the amendment is consistent with Statewide Planning Goal 12. <br /> <br />Goal 13 - Energy Conservation. To conserve energy. <br /> <br />Goal 13 provides guidance on the management of land and land uses to maximize the <br />conservation of energy. Goal 13 provides implementation direction focused on lot sizes, <br />building heights, density of housing, compatibility, and availability of light, wind, and air. The <br />amendments add a new approval criterion, EC 9.5860 Transition Standards for Housing/Clear <br />and Objective Applications which includes options that require an applicant to use setbacks or <br />reduce proposed building heights when property zoned for a lower density zoning is adjacent to <br />a development site. Alternatively, the amendments allow an applicant to provide additional <br />open space and landscaping to mitigate the impact of development. The transition standards <br />align with the intent of Goal 13 by increasing open space and reducing building height. Because <br />the amendments increase compatibility between land use activities, and allow for the <br />movement of light, wind, and air the amendments are consistent with Goal 13. <br /> <br />Goal 14 - Urbanization. To provide for an orderly and efficient transition from rural to urban <br />land use, to accommodate urban population and urban employment inside urban growth <br />boundaries, to ensure efficient use of land, and to provide for livable communities. <br /> <br />to urban uses.
