Fyijcju!D! <br /> <br />Findings <br />Adopted Area Plans <br /> <br />Clear & Objective <br />(City File CA 20-4) <br /> <br /> <br />Applicable Metro Plan Policies <br />The following policies from the Metro Plan (identified below in italics) appear applicable to this <br />amendment. To the extent that the following policies constitute mandatory approval criteria, <br />based on the findings provided below, the amendments are consistent with the applicable <br />provisions of the Metro Plan. <br /> <br />Residential Land Use and Housing Element <br /> <br />A.11 Promote higher residential density inside the UGB that utilizes existing <br />infrastructure, improves the efficiency of public services and facilities, and <br />conserves rural resource lands outside the UGB. <br />A.12 Coordinate higher density residential development with the provision of <br />adequate infrastructure and services, open space, and other urban amenities. <br /> <br />The above policies are consistent with the proposed amendments. The proposed amendments will increase the <br />straightforward path to the development of housing, which should incentivize higher residential density and more <br />affordable residential development within the City. In addition, the updates to EC 9.8325(7) (previously EC <br />9.8325(9) <br />acre of open space for residents. For larger developments, or those located near existing recreation or open space <br />areas meeting this requirement was feasible. In the case of smaller developments, located away from existing <br />recreation areas the criterion created potential development barriers. The proposed changes set an applicability <br />threshold of two acres for development sites, which opens up development potential for small infill sites. <br />Additionally, the update provides two options for compliance which creates flexibility for a developer based on the <br />unique nature of a given site. Taken together, the threshold and options have the cumulative effective of providing <br />more options for development and is consistent with the intent of the policies above. <br /> <br />A.13 Increase overall residential density in the metropolitan area by creating more <br />opportunities for effectively designed in-fill, redevelopment, and mixed use while <br />considering impacts of increased residential density on historic, existing and <br />future neighborhoods. <br />A. 14 Review local zoning and development regulations periodically to remove barriers <br />to higher density housing and to make provision for a full range of housing <br />options. <br />A.17 Provide opportunities for a full range of choice in housing type, density, size, cost <br />and location. <br />A.18 Encourage a mix of structure types and densities within residential designations <br />by reviewing and, if necessary, amending local zoning and development <br />regulations. <br />Qbhf!21!pg!32! <br /> <br />
