Fyijcju!D! <br />a.!Intermediate and steep slopes; <br />b.!Higher elevations; <br />c.!Significant amounts of vegetation; <br />d.!Significant visual impact. <br />That adequate review of both on-site and off-site impact of any development by a qualified <br />engineering geologist occur under any of the following conditions: <br />1.!All formations <br />Soil depth of 40 inches and above <br />Slopes of 30 Percent and above <br />2.!Basalt flows <br />Soil depth of 40 inches and above <br />Slopes of 30 percent and above <br />3.!Eugene Formation <br />Soil depth of 40 inches and above <br />Slopes of 20 percent to 30 percent <br />4.!Basalt flows <br />Soil depth of 20 inches to 40 inches <br />Slopes of 30 percent and above <br />5.!Eugene Formation <br />Soil depth of 20 inches to 40 inches <br />Slopes of 30 percent and above <br /> <br />The policies of the South Hills Study can generally be summarized as intending to protect views, <br />protect access to parks, preserve natural features, and encourage cluster development. <br /> <br />EC 9.6710 Geological and Geotechnical Analysis <br />Proposed development on properties with slopes equal to or greater than 5% are already <br />subject to geotechnical standards, consistent with South Hills Study policy direction. The <br />proposed amendments to the geotechnical standards update the requirements for geological <br />analysis to address additional factors such as slope, soil types, open drainage ways, and fill. The <br />standards also require the use of a newly adopted Landslide Hazard Map to identify and <br />address potential deep landslide risks. Taken together, the updates raise the bar for <br />developments to consider potential impacts of geological constraints, consistent with South <br />Hills Study policy direction. <br /> <br />EC 9.6885 Tree Preservation and Removal Standards <br />The updated tree preservation standards provide a variety of options for compliance and set a <br />higher bar for tree preservation for areas within the South Hills Study area. By raising the <br />required amount of preservation to 50%, rather than 40%, and not allowing mitigation for areas <br />over 900 feet in elevation the updated tree preservation standards demonstrate consideration <br />of the policy intent to protect views in the South Hills Study area. Previously, a tentative PUD <br />applicant utilizing clear and objective standards for property located within the South Hills <br />Study was only required to consider tree preservation. The new tree preservation standards will <br />ensure some preservation as well as provide mitigation for some of the trees to be removed. As <br />such, the proposed standards are better suited to accomplish the policy intent described by the <br />Qbhf!26!pg!32! <br /> <br />
