Fyijcju!D! <br />residential zoning districts within the Westside Neighborhood. <br /> <br />The Council finds that the above policy is concerned with commercial activities and the re- <br />zoning of residentially zoned property to a non-residential zoning designation. The proposed <br />amendments update approval criteria for land use applications proposing housing; they will not <br />apply to zone changes and will neither encourage nor discourage the concentration of <br />commercial activities in the downtown core. Based on this information, the above Westside <br />Neighborhood Plan policy is not an applicable refinement plan policy. <br /> <br />Northern Residential Area <br />Policy 2. The City shall promote residential development that will provide a transition <br />between retail and auto-oriented activities on West 7th Avenue and lower-density <br />residential developments south of West 8th Avenue. <br /> <br />The above policy is concerned with the promotion of residential development and calls for <br />residential development that will provide a transition between retail and auto-oriented <br />development along 7th Avenue and lower-density residential developments south of West 8th <br />Avenue. The policy provides support for reducing barriers to housing, which is one of the main <br />goals of the proposed code amendments. The clear and objective standards and approval <br />criteria which included in the proposed amendments and which reduce barriers to construction <br />of housing will help to facilitate development of housing envisioned by the policy above. To the <br />extent the above policy is applicable to the proposed code amendments, the proposed <br />amendments are consistent with this policy. <br /> <br />Policy 4. The City shall encourage alley access and parking to occur in rear yard areas <br />with special landscaping and other amenities provided along West 8th Avenue. <br /> <br />The above policy is concerned with encouraging alley access parking for areas along West 8th <br />Avenue. The S-JW Jefferson Westside Special Area Zone development standards already <br />present in the land use code include specific requirements consistent with this policy. Those <br />standards are not impacted by the proposed code amendments. Based on this information, the <br />above Westside Neighborhood Plan policy is not an applicable refinement plan policy. <br /> <br />Transportation and Traffic Element <br />Policy 5. Improve and maintain bicycle and pedestrian facilities within the Westside <br />Neighborhood and linking to other parts of the city. <br /> <br />the time of private development. Applications for partitions, planned unit developments and <br />subdivisions are currently required to provide off-site connections for bike and pedestrian <br />ways. The proposed code amendments add that bike and pedestrian requirement to the <br />approval criteria for site reviews and conditional uses. <br />Other changes, such as an updated timing requirement for public improvements, are also <br />included in the proposed code amendments. Based on the addition of clear requirements for <br />compliance with public improvement standards and new approval criteria that may increase <br />Qbhf!29!pg!32! <br /> <br />
