<br />ATTACHMENT B <br />ORDINANCE NO. ___ <br /> <br />AN ORDINANCE AMENDING THE NOVEMBER 1999 <br />STREET CLASSIFICATION MAP ADOPTED BY <br />ORDINANCE NO. 20181 TO CLASSIFY PORTIONS OF <br />CREST DRIVE, STOREY BOULEVARD AND FRIENDLY <br />STREET AS NEIGHBORHOOD COLLECTORS AND THE <br />REMAINING STREETS IN THE CREST DRIVE AREA AS <br />LOCAL STREETS. <br /> <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> A. <br />In Eugene, as in other cities, a large portion of the public right-of-way is <br />devoted to transportation facilities such as streets, sidewalks, bikeways, and access ways <br />used by automobiles, trucks, transit vehicles, bicycles, and pedestrians. <br /> <br />B. <br /> On November 22, 1999, by Ordinance No. 20181, the City Council <br />adopted the November 1999 Street Classification Map (“1999 Map”). The 1999 Map <br />depicts the classification of major streets within the Eugene Urban Growth Boundary. <br /> <br />C <br />. The 1999 Map did not classify all of the streets in the Crest Drive <br />neighborhood. The 1999 Map shows a portion of the streets in the Crest Drive <br />neighborhood with grey shading (the shaded area on the 1999 Map is hereinafter referred <br />to as the “Crest Drive Area”). A corresponding note in the legend of the 1999 Map states <br />that the streets within the shaded area will be classified after the adoption of a Crest Drive <br />Area Transportation Study. <br /> <br /> D. <br /> On May 8, 2006, the City Council approved a context sensitive solution <br />process to develop street designs for the Crest Drive Area. The context sensitive <br />solutions process was a collaborative, interdisciplinary project development approach that <br />involved all stakeholders to develop a transportation facility that fit its physical setting <br />while maintaining safety and mobility for all users, and reflecting community needs. The <br />goal of context sensitive solutions was to create early, open, honest and continuous <br />communications and sharing of information and knowledge throughout the design <br />process. <br /> <br />E <br /> . On October 22, 2007, the City Council adopted Resolution 4919 amending <br />the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and <br />Accessways to allow for streets in the Crest Drive Area to have a 9’ minimum travel lane <br />width. <br /> <br />F <br /> . On April 14, 2008, the City Council approved the context sensitive street <br />design for Crest Drive, Storey Boulevard and Friendly Street. The approved street design <br />includes a street width of 18 feet (two nine-foot travel lanes) and a sidewalk on one side <br />Ordinance - 1 <br /> <br />
