of the street for all of Crest Drive, Storey Boulevard and Friendly Street. The sidewalk will be setback from the street for a less than half of the total length of the sidewalk. The approved design also includes traffic calming elements to be located on all of the streets. G. Also on April 14, 2008, the City Council adopted Resolution 4927 amending the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways and the Eugene Local Street Plan to allow for sidewalks in the Crest Drive Area to have a 4’ minimum width. H. The 1999 Arterial and Collector Street Plan, adopted as findings in support of Ordinance No. 20181, describes the process and criteria used to determine the street classifications for all of the streets classified by the November 1999 Street Classification Map. The five criteria used for determining the street classifications made in 1999 are: (1) average daily traffic; (2) use by non-auto modes of travel; (3) length of street; (4) spacing of streets; and (5) connectivity. I . Based on the street classification numerical ratings for Crest Drive, Storey Boulevard and Friendly Street (Exhibit B attached hereto) and the application of the five criteria described in the 1999 Arterial and Collector Street Plan previously used for determining street classifications, portions of Crest Drive, Storey Boulevard and Friendly Street should be classified as Neighborhood Collector streets and the remaining streets within the Crest Drive Area should be classified as Local streets. Exhibit A attached hereto depicts the specific manner in which the streets within the Crest Drive Area should be classified. Now, therefore, based on the above findings, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The 1999 Street Classification Map is hereby amended to classify the streets within the geographic boundaries of the Crest Drive Area in the manner shown on Exhibit A, attached hereto. Section 2 . The 1999 Street Classification Map is hereby amended to remove the shading that identifies the Crest Drive Area boundary and the corresponding language related thereto in the legend of the 1999 Map. Section 3 . Except as amended herein, the 1999 Street Classification Map, adopted by Ordinance No. 20181, remains in full force and effect. To the extent any street classification contained in Exhibit A conflicts with a classification contained in any other ordinance, resolution, order or plan, except local streets in the Eugene Local Street Plan, the classification in Exhibit A controls.
