ATTACHMENT F <br /> <br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />McNutt Room—City Hall—777 Pearl Street <br />Eugene, Oregon <br /> <br /> September 24, 2008 <br /> Noon <br /> <br />COUNCILORS PRESENT: Chris Pryor, Betty Taylor, Bonny Bettman, Jennifer Solomon, Andrea <br />Ortiz, Mike Clark, Alan Zelenka (via telephone). <br /> <br />COUNCILORS ABSENT: George Poling. <br /> <br /> <br />Her Honor Mayor Kitty Piercy called the work session of the Eugene City Council to order. She noted that <br />Mr. Zelenka was participating by telephone and Mr. Poling had a family emergency. <br /> <br /> <br />A. WORK SESSION: <br /> <br />Police Auditor Recruitment Process <br /> <br /> <br />Alana Holmes, Human Resources director, introduced Becky Hopkins, who was also working on the <br />recruitment process. She said the purpose of the work session was to select an executive recruitment firm to <br />conduct the search for a new police auditor. She said that Councilors Pryor, Taylor and Ortiz interviewed <br />the three finalists—Alliance Resources Counseling, Bob Murray & Associates and Mercer Group—on <br />September 17 and could discuss their thoughts about those firms. <br /> <br />Mr. Pryor said his first choice was Murray because of their previous experience recruiting police auditors <br />and capacity to do the job. His second choice would be Alliance, which had good recruitment experience, <br />although not specifically with police auditors, and a good retention rate for individuals they had placed. He <br />thought that Mercer had misunderstood some of the questions during the interview. <br /> <br />Ms. Taylor said her first choice was Mercer as they seemed to have a good understanding of what was <br />needed and focused on integrity. She said they had a good retention rate with most placements lasting more <br />than five years. She also liked their focus on community values. Her second choice would be Alliance and <br />she would not consider Murray. <br /> <br />Ms. Ortiz liked both Murray and Alliance with Alliance demonstrating knowledge of oversight systems in <br />other communities and the unique nature of each program. She said Murray had knowledge of the San Jose <br />oversight system, which was one of the best models. She did not think that longevity in a position should be <br />a factor. She liked Mercer’s emphasis on the importance to candidates of family support. <br /> <br />Mr. Clark said he listened to a recording of the interviews and echoed Mr. Pryor’s remarks. He said that <br />Murray already had a good understanding of the community through the city manager recruitment process. <br />He could support Alliance, but not Mercer.
