Ms. Solomon agreed with Mr. Pryor and would support Murray as the first choice, with Alliance as her
second choice.

Ms. Bettman said she had listened to a recording of the interviews. She said the recruitment process was
“boilerplate” and understanding it did not mean a firm had the specific expertise the council was seeking.
She would entirely rule out Murray and Alliance and noted that the Alliance representative was a personal
and professional colleague of the City Manager, Jon Ruiz, and both firms focused their outreach on police
departments. She supported the selection of Waldron & Company because its outreach was broader and it
had offices across the country.

Mr. Zelenka indicated he had not listened to the interviews, but would support selection of any of the three
finalist firms.

Ms. Bettman said the Waldron application had impressed her the most and she cited the extensive list of
resources they had listed. She urged selection of Waldron and said she would be very reluctant to support
Alliance and would not support Murray. She strongly favored Mercer.

In response to a question from Mr. Clark, Ms. Holmes explained that the initial screening process simply
summarized the information in each application into several categories. Ms. Hopkins said that Mercer was
shown as somewhat lowering in its understanding of the police auditor because of its focus on the public
safety candidate pool. She said that all of the organizations had the ability to educate themselves on what
the appropriate candidate pool would be.

Mr. Zelenka expressed concern about selecting Murray because of the council’s prior experience with them.
He liked Alliance because of their police auditor recruitment experience.

Mr. Pryor, seconded by Ms. Solomon, moved to hire Bob Murray & Associates as
the executive recruitment firm to provide services related to the recruitment and se-
lection of the police auditor.

Ms. Ortiz, seconded by Mr. Clark, moved to substitute Alliances Resources Coun-
seling for Bob Murray and Associates. The motion passed, 6:1; Ms. Bettman vot-
ing no.

Ms. Taylor said she was voting for Alliance because she did not want Murray.

The main motion as amended passed 6:1; Ms. Bettman voting no.

B. WORK SESSION:
Mid-Point Evaluation for Judge Wayne Allen

Kristie Hammitt, municipal court administrator, said that typically there is a mid-point evaluation submitted
though council packets but not a Council Work Session. Judge Allen had requested one in order to bring
some issues to the council’s attention. She referred to the summary of results from a survey of 100
individuals on Judge Allen’s overall judicial performance.

Judge Allen said he requested a mid-point evaluation in order to generate council support for growth of the
court. He said the City needed to separate itself from the County in terms of quality of life cases and

MINUTES—Eugene City Council September 24, 2008 Page 2
Work Session
