Mr. Clark clarified that he wanted a memorandum that would identify the bare minimum necessary to <br />function and what would be a sufficient level of operations. He said Judge Allen had a unique perspective of <br />the public safety system and asked for an analysis of the system as a whole. <br /> <br />Ms. Piercy said it was difficult for the pubic to understand that there were empty jail beds that could not be <br />utilized because of lack of staffing and other deficiencies. She said there was capacity in facilities if the <br />resources were available to use it. <br /> <br />Ms. Ortiz observed that simply providing jail beds was not enough; there also had to be medical, psycho- <br />logical and educational services and the County was also responsible for housing federal prisoners. She said <br />the Springfield facility would not provide those services and would only handle inmates who did not need <br />those services. She was very supportive of exploring options for acquiring more jail beds. <br /> <br />Judge Allen said some of the problems would not be solved by more jail beds; they had to be solved by <br />social services that did not exist. <br /> <br />Ms. Piercy thanked Judge Allen for his presentation. She hoped that the City could work with its partners to <br />restore the public safety system. <br /> <br />Ms. Bettman, seconded by Mr. Clark, moved to have a work session on the bar- <br />gaining process as soon as possible. The motion passed, 6:0, Mr. Pryor, Ms. Bett- <br />man, Ms. Ortiz, Mr. Clark, Ms. Taylor and Mr. Zelenka voting yes. <br /> <br />Ms. Solomon expressed her concern with conducting a vote on having a work session instead of following <br />the established procedure.
