Page 1 of 3 <br />Exhibit B <br />to Administrative Order No. 58-21-24-F <br /> <br /> <br />City Manager’s Findings <br />Proposed Street and Pole Banner Permit Fee Schedule Amendments <br /> <br />Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the following <br />factors in determining the Street and Pole Banner Permit fees: <br /> <br />(a) Applicable policies, enactments and directives of the Council. <br /> <br />Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine and set fees and <br />charges to be imposed by the City for services, goods, use of municipal property, and licenses and <br />permits. <br /> <br />(b) The amount charged by the City in the past. <br /> <br />Findings: Current charges under AO# 58-99-06-F: <br /> <br />Street and Pole Banner Fee Schedule <br />Street or Pole Banner Permit (authorizes installation of one <br />street or pole banner for up to 21 consecutive days) ........................ $37.45* <br /> <br />Removal of Street or Pole Banner by City, actual costs <br />incurred by the City in connection with the removal of a banner, <br />including equipment costs and City personnel labor costs at <br />the hourly rate in effect for the involved employee(s)at the time <br />the services are performed, with a minimum charge of ..................... $75.00 <br /> <br />*Includes a basic fee of $35.00 plus a 7% administrative charge. <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />Findings: Adjustment to the fees, and the number of consecutive days that each approved permit is <br />allowed, is necessary to bridge the gap between actual costs incurred as well as to meet program <br />demand. <br /> <br />(d) The amounts charged by other comparable providers. <br /> <br />Findings: In 2019/2020, Public Works reached out to other municipalities to complete a market survey <br />based on similar banner programs. The results of that survey are set out below. Criteria regarding <br />population size, location, similar demographics, program scope, and digital presence were used to <br />determine which municipalities to include. Their fees and policies were considered in part of the <br />decision process to increase fees and change policies as shown in the Notice attached as Exhibit A to <br />Administrative Order No. 58-21-24. <br /> <br />CITY OF SPRINGFIELD <br />Street Banner Application Fee: $159 <br />Pole Banner Application Fee: $110.30 ($106 + 5% tech fee) <br />Advance Notice prior to event date: 5 days <br />Installation: City provided only.
