Exhibit B <br /> <br /> Metro Plan Diagram Amendments: <br /> Federal Courthouse District <br /> Downtown Plan Nodal Development Designation <br />Findings demonstrating consistency of the proposed Metro Plan Amendments (Files <br /> MA 03-2 and MA 03-3) with EC 9.7730(3). <br /> <br />CRITERIA FOR EVALUATING PROPOSED METRO PLAN AMENDMENT <br />EC 9.7730(3)(a) The amendment must be consistent with the relevant statewide planning <br /> goals adopted by the Land Conservation and Development Commission; <br /> and <br /> <br />EC 9.7730(3)(b)Adoption of the amendment must not make the Metro Plan internally <br /> inconsistent. <br /> <br />EVALUATION OF PROPOSED METRO PLAN AMENDMENT <br />EC 9.7730(3)(a) The amendment must be consistent with the relevant statewide <br /> planning goals adopted by the Land Conservation and <br /> Development Commission. <br /> <br />Goal 1 - Citizen Involvement: To develop a citizen involvement program that insures <br /> the opportunity for citizens to be involved in all phases of the planning process. <br /> <br />The City has acknowledged provisions for citizen involvement which ensure the <br />opportunity for citizens to be involved in all phases of the planning process and set out <br />requirements for such involvement. The action taken did not amend the citizen <br />involvement program. The process for adopting these amendments complied with Goal 1 <br />since it complied with, and surpassed the requirements of, the citizen involvement <br />provisions. <br /> <br />The Metro Plan amendment applications, MA 03-2 and MA 03-3, are subject to the <br />public notification and hearing processes adopted by the City of Eugene in EC 9.7720 <br />and 9.7735, as modified by the Eugene City Council under EC 9.7750(1), and in EC <br />9.7520. On May 16, 2003, the City delivered notice of the proposed Metro Plan <br />amendments to the Department of Land Conservation and Development. On May 14, <br />2003, the application was referred to the City of Springfield and Lane County consistent <br />with EC 9.7520(2) and 9.7720; as well as all neighborhood groups, and other interested <br />parties. On May 30, 2003, notice was mailed to all owners and occupants of property <br />within the Downtown Plan Area. Also on May 30, 2003, notice of the Metro Plan <br />amendments was mailed to owners of property located within 300 feet of the Downtown <br />Plan area. Notice of the Metro Plan amendments public hearing was published in the <br />Register-Guard on June 11, 2003.
