Lane County, Springfield, and Eugene shall continue to participate in efforts to <br /> determine the feasibility of an urban canal that would connect Eugene 'S historic <br /> Millrace to Amazon Creek. Likewise, Springfield's efforts to improve the scenic <br /> quality of its Millrace should be encouraged (#4, page III-D-4). <br /> <br /> The proposed Refinement Plan and related code amendments are consistent with these <br /> policies; adoption of the Downtown Plan will not make the Metro Plan internally <br /> inconsistent. <br /> <br /> (c) Remaining portions of the Refinement Plan. <br /> <br /> The proposed refinement plan adoption replaces the existing Eugene Downtown Plan, <br /> adopted in 1984. Therefore, EC 9.8424(1)(c) is not relevant as review criteria. <br /> <br />EC 9.8424(2) The refinement plan amendment addresses one or more of the <br />following: <br /> <br />(a) An error in the publication of the Refinement Plan. <br /> <br />The existing refinement plan was adopted nineteen years ago. The proposed updated <br />Downtown Plan replaces the existing plan, but does not address any errors in the <br />publication of the earlier document. This criterion is not relevant. <br /> <br />(b) New inventory material which relates to a statewide planning goal. <br /> <br />The proposed updated Downtown Plan replaces the existing plan, but does not <br />specifically address new inventory material that relates Co a statewide planning goal. This <br />criterion is not relevant. <br /> <br />(c) New or amended community policies. <br /> <br />Since the existing Downtown Plan was adopted in 1984, new community policies have <br />been adopted. These policy changes are reflected in the following City documents: <br /> <br />1. Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan), 2001 <br />2. Eugene-Springfield Metropolitan Area Residential Land and Housing Study Policy <br /> Recommendations Report, August 1999 <br />3. Growth Management Study, February 1998 <br />4.
