ORDINANCE NO. ~ ~p <br />AN GRDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METRGPGLITAN AREA GENERAL PLAN TG ENLARGE <br />THE URBAN GRGWTH BOUNDARY 4F THE CITY GF <br />SPRINGFIELD BY ADDING TAX LGTS 401, 40Z, 403 AND <br />405 QF MAP 17-0~-Z8; APPLY NEw LAND USE <br />DESIGNATIGNS Ta THE PROPERTY; AMENDING THE <br />TEXT' OF THE PLAN; AND ADOPTING A SAVINGS AND <br />SEVERABILITY CLAUSE. <br />The City Council of the City of Eugene finds that: <br />A. The City Council of the City of Eugene has received a praposal from the <br />City of Springfield Springfield Journal No. 90-11-177} far the amendment of the Eugene <br />Springfield Metropolitan Area General Plan Metro Plan} to add a 75 acre parcel of land <br />to the Springfield Urban Growth Boundary, to amend the land use designations of the site, <br />to apply Springfield zoning districts to the site, and to amend the text of the Metro Plan <br />to add a statement concerning water-related industrial uses. <br />B. This proposal comes to the City of Eugene for action pursuant to procedures <br />described in the Metro Plan and Chapter 9 of the Eugene Code, 1971 for amendment and <br />refinement of the Metro Plan. <br />C. The Springfield Planning Commission reviewed the proposal in a public <br />hearing on December 12, 199, and recommended approval. <br />D. The Lane County Planning Commission reviewed the proposal in a public <br />hearing on March 19, 1991, and recommended approval to the Board of County <br />Commissioners of Lane County. <br />E. The Eugene Planning Commission reviewed the proposal in a public hearing <br />on April 2, 1991, and recommended approval to the City Council. <br />F. Evidence exists within the record indicating the praposal meets the <br />requirements of Chapter 9 of the Eugene Code, 1971, and the requirements of applicable <br />state and local law. <br />G. The City Councils of Eugene and Springfield and the Board of County <br />Commissioners of Lane County conducted a public hearing on April 29,1991, and the City <br />Council of the City of Eugene is now ready to take action. <br />Ordinance - 1 <br />
