NOW, THEREFORE, <br />THE CITY OF EUGENE DOES GRDAIN AS F~LLGWS; <br />Section 1. The above findings, and the lndings set forth in Exhibit C, attached <br />hereto and incorporated herein by reference are adopted. <br />Section Z. The Springfield Urban Growth Boundary is enlarged by addition of <br />property identified as Tax Lots 401, 402, 403 and 405 of Map 17-02-28, being <br />approximately 75 acres in area, as depicted on Exhibit A attached hereto and incorporated <br />herein by reference. <br />Section 3. The Metro Plan Diagram land use designation of the property is <br />amended from "Sand and Gravel" to a combination of "Natural Resource," "Light-Medium <br />Industrial," and "Sand and Gravel," as depicted on Exhibit B attached hereto and <br />incorporated herein by reference. <br />Section 4. The following text is added as a Policy statement in Section III-B of the <br />Metro Plan ~"Economic Element"~: <br />Industrial land uses abutting the large aggregate extraction ponds north of <br />High Banks Road in Springfield shall demonstrate that they require the <br />location next to water to facilitate the manufacture or testing of products <br />made on-site. <br />Section 5. If any section, subsection, sentence, clause, phrase or portion of this <br />Grdinance is far any reason held invalid or unconstitutional by any court of competent <br />jurisdiction, such portion shall be deemed a separate, distinct and independent provision, <br />and such holding shall not effect the validity of the remaining portions hereof. <br />Passed by the City Council this Approved by the Mayor this <br />1~ day of May, 1991 2,~ day of May, 1991 <br />~. <br />City Recorder ayor <br />ordinance - Z <br />
