ORDINANCE NO. 19178 <br />AN ORDINANCE CONCERNING THE MU-E ELMIRA ROAD MIXED-USE <br />DISTRICT, FOR PROPERTY ON THE NORTH SIDE OF ELMIRA ROAD. <br />THE CITY OF EUGENE DOE5 ORDAIN AS FOLLOWS: <br />Section 1. Description and Purpose. The purpose of the MU-E Elmira <br />Road Mixed-Use District i s to al l ow a mix of 1 ow-density residential uses and <br />a 1 imi ted range of commercial uses . The district i s to be applied to proper- <br />ty on the north side of Elmira Road that has historically been used for a <br />variety of commercial and i ndustri a1 functions, including use by Govdwi 11 <br />Industries. <br />This MU-E District i s also intended tO achieve the f o11 owi ng, more spe- <br />ci f i c purposes; <br />a. To allow use of existing non-residential structures on the property <br />and development of complimentary structures far video, audio, and <br />and film production related purposes; <br />b. To ensure that non-residential uses of the property are compati b1 e <br />with adjacent residential areas, both on and of f the site to which <br />the district is applied; <br />c. To ensure that portions of the site are kept available far residen- <br />ts a1 development; and <br />d. To ensure that development within the Mixed-Use district is devel- <br />oped i n a compati b1 a manner with the surrounding neighborhood. <br />Section 2. Permitted Buildings and Uses. In this MU-E District, the <br />fol 1 owi ng categories of bus 1 di ngs and uses are permitted as a matter of <br />right, subject to the provisions of this MU ordinance and the Eugene Code, <br />1971: <br />a. Audio, video, and film production facilities ~e.g., studio, editing <br />suites, dubbing f ac i 1 i ti es, screening rooms, equipment storage and <br />maintenance, and similar functions}. <br />b. Nan-retai 1 art and photographic studios; <br />c. Accessory business services when ref ated to audio, video, or f i 1 m <br />production ~e.g., typesetting, word processing, computer services, <br />and similar functians~; <br />d. Conference rooms; <br />e . One dwelling unit i n any or all existing structures on the site as <br />of the effective date of this ordinance; <br />Ordinance - 1 <br />
