portions of the McKenzie River and the Smith and Carmen bypass reaches above Trail Bridge <br />Reservoir, greatly improve fisheries spawning and rearing habitat throughout the project area, <br />rebuild and improve the three campgrounds in the area, construct new day-use sites at all three <br />reservoirs, and protect important cultural and historical resources. <br /> <br />EWEB’s current operating license expires this month. As FERC is likely to take up to 18 <br />months to issue the new license, the project will operate under a temporary license. More details <br />of the agreement are available at: www.eweb.org/news/carmensmith/index.htm. <br /> <br />Roosevelt Operations Center Status <br />EWEB is proceeding with construction of the new Roosevelt Operations Center, which is located <br />at Roosevelt Boulevard and Beltline Road. The facility will house EWEB’s water and electric <br />utility construction, operations and engineering departments. In February 2008, the EWEB <br />Board and the City Council authorized issuance of $83.5 million in project bonds for <br />development of this new facility. The Board approved a $61.4 million contract with Lease <br />Crutcher Lewis, LLC, for construction of the project in May. <br /> <br />In June, the bid package for completion of site work was awarded. That work, which included <br />site preparation, removal of the old log pond berm, wetlands restoration, installation of rock base <br />for all buildings, yard and drive areas, and installation of utility conduit and vault systems, has <br />proceeded on schedule and is substantially complete as of this month. <br /> <br />Additional bids are still to be awarded for foundations and structures (award in February 2009), <br />interior finishes, plumbing, electrical and mechanical systems (award by June 2009) and <br />furniture and equipment (award by early 2010). Project completion is expected to be on <br />schedule (late fall 2010) and within budget. <br /> <br />Sustainable building practices continue to be a key goal of the Roosevelt project: <br />? <br /> <br />The project is currently expected to achieve LEED (Leadership in Energy and <br />Environmental Design) Gold certification. <br />? <br /> <br />The project will include solar hot water equipment (solar thermal) and solar PVs and will <br />comply with Oregon HB 2620 which requires at least 1.5% of the building construction <br />costs be allocated to solar technology. <br />? <br /> <br />The project also includes an “ecomachine” which will treat wastewater from the facility <br />on site, avoiding the need to connect to the public sanitary sewer system. <br />? <br /> <br />The public parking and fleet areas will have charging facilities for electric vehicles. <br /> <br />For more information, contact Project Manager Ken Beeson at 341-3772. <br /> <br />New Renewable Energy Projects <br />EWEB has entered into a Joint Ownership Agreement with Cowlitz (WA) PUD, Lakeview (WA) <br />Light and Power, and Peninsula (WA) Light to develop a 100 Megawatt (MW) wind project in <br />Klickitat County, Washington. The Harvest Wind project is expected to come on-line in late <br />2009 at an overall cost of about $240 million. EWEB's share of the project is 20 MW capacity <br />and about 6 MW average energy generation. This represents about six percent of the renewable <br />energy needed to meet a 25 percent renewable power supply by 2025 target. Harvest Wind will <br />be EWEB’s fourth wind energy project (Foote Creek I, Stateline, and Klondike 3 are the other <br />projects). <br /> 2 <br /> <br />
