EXHIBIT B FINDINGS AND RECOMMENDATIONS SUBJECT: PAVING, SANITARY AND STORM SEWERS IN WEST 29TH AVENUE (PANORAMA VIEW 7TH ADDITION) FROM 1000-FEET WEST OF CITY VIEW STREET TO 1440-FEET WEST OF CITY VIEW STREET. (CON'T'RACT #91-03 ) BACRGRQUND This project was initiated by a petition from property owners. The properties petitioning the improvements bear 78 percent of the assessable improvement cost. The balance of the assessable area is owned by Eugene Water and Electric Board. Based on a 78 percent petition, the City Engineer initiated the project as provided for in the Eugene Code 7.1fi0~8}, on May 1, 1990. Property owners were notified of the pending award hearing 10 days prior to the hearing. The project was authorised for construction by the City Council on March 4, 1991. The low bid was submitted by H & ~' Construction Co, for an amount of $72,282.75. PRo~ECT The project includes construction of 440-feet of 36-feet of paving, curb and gutters, sanitary sewer and storm sewer. ASSESSMENT Under City of Eugene assessment policy, 100 percent of the improvement cost is assessed to the abutting property owners.
