I .~. <br />EXHIBIT B <br />FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING, SANITARY AND STORM SEWERS IN WEST 29TH AVENUE <br />(PANORAMA VIEW 7TH ADDITION) FROM 1000-FEET WEST OF CITY <br />VIEW STREET TO 1440-FEET WEST OF CITY VIEW STREET. <br />(CON'T'RACT #91-03 ) <br />BACRGRQUND <br />This project was initiated by a petition from property owners. The <br />properties petitioning the improvements bear 78 percent of the <br />assessable improvement cost. The balance of the assessable area is <br />owned by Eugene Water and Electric Board. <br />Based on a 78 percent petition, the City Engineer initiated the <br />project as provided for in the Eugene Code 7.1fi0~8}, on May 1, <br />1990. Property owners were notified of the pending award hearing <br />10 days prior to the hearing. The project was authorised for <br />construction by the City Council on March 4, 1991. The low bid was <br />submitted by H & ~' Construction Co, for an amount of $72,282.75. <br />PRo~ECT <br />The project includes construction of 440-feet of 36-feet of paving, <br />curb and gutters, sanitary sewer and storm sewer. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 100 percent of the <br />improvement cost is assessed to the abutting property owners. The <br />costs to be assessed are shown below: <br />Paving 36' width $ 65 , fiD Jfront foot <br />Sanitary sewer $ 0.41Jsquare foot <br />Sanitary service $ 3G1.14Jeach <br />Storm sewer $ 0.09Jsquare foot <br />Costs listed below are the Engine.er's estimate and preliminary <br />costs quoted to property owners at the award hearing following bid <br />opening. <br />Paving 36' width $ 59.91/front foot <br />Sanitary sewer $ 0.44/square foot <br />Sanitary service $ 400.00/each <br />Storm sewer $ 0.09/square foot <br />RECONIl~+~NDATIQN <br />The final paving cast is slightly higher than the amount quoted at <br />the local improvement district hearing, while all other final costs <br />are slightly lower than the preliminary costs.
