ORDINANCE N0. S~'s~ <br />AN ORDINANCE ADOPTING THE WILLAKENZIE AREA <br />PLAN; REPEALING RESOLUTION NOS. 3555 AND 2440; <br />AND ADOPTING A SEVERABILITY CLAUSE. <br />The City Council of the City of Eugene finds that: <br />A. In November, 1988, the Willakenzie Area Plan planning team was <br />formed to guide the development of the Willakenzie Area Plan ~P1an}. The <br />P1 an is along-range development plan that addresses land use, transporta- <br />tion, public safety, public facilities and services and neighborhood design <br />issues in the Willakenzie planning area. The planning team served as the <br />citizen advisory body far the Plan. <br />B. Following development of the draft Willakenzie Area Plan, the <br />planning team sponsored two public forums on June 19 and 26, 1991 to generate <br />comments on the draft plan prior to its being forwarded to the Eugene Plan- <br />ning Commission for consideration. A summary of the draft plan and notice of <br />the public forums was sent to all residents, property owners, and business <br />owners in the planning area. About 2OO people attended the two forums. <br />C. On August 15 and 29, 1991, the Willakenzie planning team met to <br />consider public comments received on the draft P1 an at the forums and through <br />written comments addressed to the planning team. After considering those <br />comments, on August 29, 1991, the planning team drafted 28 revisions to the <br />draft P1 an and forwarded it to the Eugene Planning Commission for considera- <br />tion. <br />D. On October 15, 1991, the Eugene, Springfield and Lane County <br />planning commissions conducted a faint public hearing on the revised draft <br />plan. This joint public hearing was advertised in accordance with the Oregon <br />Public Meeting Law and Eugene's own Code requirements. The citizen involve- <br />ment process used exceeds the requirements of LCDC Goal 1 - Citizen Involve- <br />ment. <br />E. During the period November 12 through December 10, 1991, the <br />Eugene Planning Commission met six times to review and deliberate on the <br />revised draft P1 an and comments received during the joint public hearing. On <br />December lo, 1991, the Eugene Planning Commission, having made or approved a <br />total of 53 amendments to the draft Plan, recommended the Plan to the Eugene <br />City Council and lane County Board of Commissioners for adoption. <br />F. The Goodpasture Island Study X1975} and the Coburg-Crescent Area <br />Study X1981} are adopted refinement plans for subareas of the Willakenzie <br />planning area. Upon adoption, the Willakenzie Plan will supercede and take <br />the place of these previously adopted plans. <br />G. Notice was provided to the Land Conservation and Development <br />Commission on March 13, 1992 concerning adoption of the draft Plan. <br />_~_ <br />
