H. The Eugene City Council held a wark session on the draft <br />Willakenzie Area Plan on April 13, 1992 and held a public hearing on the <br />December lo, 1992 version of the draft Plan on April 29, 1992. <br />I. The Planning Commission and City Council have reviewed the draft <br />Willakenzie Area P1 an as revised by the Eugene Planning Commission. Based on <br />the recommendation of the Planning Commission, the public testimony before <br />the Commission and this Council, and the findings set forth in Exhibit C <br />attached hereto and incorporated herein by reference, the City Council has <br />determined that the Willakenzie Area Plan is consistent with the Eugene- <br />Springfield Metropolitan Area General Plan, as acknowledged by LCDC, and <br />consequently the Plan conforms to applicable statewide planning goals. <br />NOW THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Based on the above findings, which are adopted herein, and <br />subject to the limitations hereinafter set forth in Sections 4 and 5, the <br />Willakenzie Area Plan attached as Exhibit A hereto and incorporated herein by <br />reference, including the policies set forth therein, and the revisions as <br />described in the attached Exhibit Bare hereby adopted as a refinement of the <br />Eugene-Springfield Metropolitan Area General P1 an for the Eugene portion of <br />the Urban Growth Boundary. <br />Section 2. The City Council adopts as additional findings, the support- <br />ing text, maps, graphs, and tables contained in the Willakenzie Area P1 an, <br />and the Willakenzie Area Plan Appendix. <br />Section 3. The Plan Diagram included in the Willakenzie Area Plan, as <br />revised in Exhibit B, is hereby adopted as a refinement of the Eugene-Spring- <br />field Metropolitan Area General Plan. The explanatory text discussing the <br />Plan Diagram designations within each subarea is Intended to clarify and <br />provide further explanation of the intent of the Metro Plan Diagram. <br />Section 4. The proposed actions set forth in the Plan are recognized as <br />potential ideas on how to address the policies, but are not adopted as City <br />policy. <br />Section 5. The list of Planning Commission Implementation Priorities <br />set forth in the memorandum entitled "Planning Commission Recommendations on <br />Implementation Priorities", attached as Exhibit D hereto and incorporated <br />herein by reference, is recognized as providing direction for implementation <br />activities, though it is recognized that project complexity and budget con- <br />straints may affect the City's ability to implement specific projects. <br />Section 6. If any section, subsection, sentence, clause, phrase, or <br />portion of this Ordinance is for any reason held invalid or unconstitutional <br />by any court of competent jurisdiction, such portion shall be deemed a sepa- <br />rate, distinct and independent provision, and such holding sha11 not affect <br />the validity of the remaining portions hereof. <br />Section 7. Resolution Na. 3555, adapting the Coburg-Crescent Special <br />Area Study, adopted by the Council on July 27, 1981 is hereby repealed. <br />_~.. <br />
