FINDINGS AND RECO ATIONS <br />SUBJECT: STREET PAVIl~TG AND STORM SEWER CONSTRUCTION 1~TYERS <br />ROAD FROM GI][.HAM ROAD TO 600-FEET WFST (CONTRACT #91- <br />1~ . <br />BACKGROUND <br />This project was initiated by property owners. The properties petitioning for the <br />improvements will bear 64 percent of the assessable improvement costs. A poll letter <br />provided a variety of options for pavement width per the prapvsed street standards matrix <br />for unimproved local roads. Property owners selected a 24-foot wide, no parking alternative. <br />Based on the petition, the City Engineer initiated the project, as provided for in the Eugene <br />Cade 7.1648} an July 19, 1994. The property owners were not~ied of the pending local <br />improvement district hearing 14 days prior to the hearing. The local improvement district . <br />was authorized by the Council on July $,1991. The low bid was submitted by Eugene Sand <br />& Gravel, Inc. for an amount of $80,110.04. After review by Staff, the bid prices were found <br />to be acceptable. <br />Since the Lane County Assessment and Taxation office began a systematic remapping of the <br />tax lot identification system in Lane County, the tax lots ~. this project were asigned new tax <br />lot numbers and in same cases, new quarter sections as we11. <br />Tax lots 17-03-20-22-08100, 17-02-20-22-08200, and 17-43-24-22-08300, are owned by one <br />individual Dallas Grahams and are part of a proposed plat. Anthon lot is a ected to <br />Yp ~ <br />be filed by May 7,1992. <br />"PROJECT <br />To improve Myers Raad from Gilliam Road to 644-feet west with a 24-foot wide curb and <br />gutter street, storm sewer, driveway adjustments, and sanitary sewer. Sidewalks are not <br />included with this project. <br />ASSESSME1~Tr <br />Under City of Eugene assessment policy, 58 percent of the improvement costs will be <br />assessed to the abutting property owners, with the balance borne by the City. City cast <br />concludes $3,518.16 for sanitary sewer, $28,974.82 storm sewer and $2,175.14 intersection. <br />The costs to be assessed are shown below: <br />Driveways $ 3.61/sq. foot <br />20-foot paving $ 51.88/front foot <br />
