Costs listed below are the Engineer's estimate and preliminary costs quoted to property owners at the initial Local Improvement District hearing following bid opening: Driveways $ 5.78/sq. foot 20-foot paving $ 53.79/front foot RECOMMF~DAT~or~ The final costs are lower than preliminary casts quoted at the local improvement hearing and are comparable to projects of this size. Staff recommends approval of the assessment distribution. A public hearing regarding this matter was scheduled for April 22,199 at 6:U~ p.m., in the First Floor Conference Room of City Hall II. However, no persons attended the hearing and it was canceled. The Hearings ~fhicial has received a Memorandum from the City Engineer outlining the above information. Based upon the available information, it is the finding of the Hearings Cif hcial that the proposed assessments have been determined in accordance with the Eugene Code. The Hearings Dfbcial further bads that these assessments are assessments for local improvement as set forth in 4RS 31~.14~ because: (1) The assessments do not exceed actual cost; (2) The assessments are imposed for a Construction Project which provides a specific benefit to a specific property or rectifies a problem caused by a specific property; (3) The assessments are imposed in a single assessment upon completion of the project; and (4) The assessments allow the property owners to elect to pay off with interest over at least 10 years.
