ORDINANCE N0. ~~~~ <br />AN ORDINANCE ADOPTING THE METROPOLITAN NATURAL RESOURCES FUNCTIONAL <br />PLAN AS AMENDED, ADOPTING GOVERNMENT-INITIATED AMENDMENTS TO THE <br />METROPOLITAN AREA GENERAL PLAN TEXT AND DIAGRAM, AND ADOPTING A <br />SE~fERABILITY CLAUSE. <br />The City Counci 1 of the City of Eugene finds as fal 1 ows: <br />I. The Metropolitan Natural Resources Special Study was initiated in <br />July, I9H7, to address wetland and other natural resource sites in the Metro- <br />politan Area and to update the natural resources portion of the Metropolitan <br />Area General Plan. <br />2. The Natural Resources Functional Plan contains detailed policies <br />and recommended actions concerning Statewide Planning Goal 5 and the existing <br />natural resources system in the Eugene-Springfield metropolitan area. The <br />accompanying Study Report includes a description of the study's purpose, <br />background and methodology, site descriptions, analysis and recommendations <br />and the economic, social, environmental and energy analysis prescribed by <br />Statewide Goal 5. It provides information in support of the Natural Resources <br />Functional P1 an pal i ci es . <br />3. A citizen advisory committee known as the Special Studies Advisory <br />Committee reviewed and revised the Metropolitan Natural Resources Special <br />Study preliminary inventory, study report and policy report. These documents <br />were the subject of a joint public hearing before the Springfield, Lane Coun- <br />ty, and Eugene Planning Commissions, review and revision by the Joint Plan- <br />ning Commission Committee, further review by each of the three planning com- <br />missions, and a joint public hearing before the governing bodies of Spring- <br />field, Lane County, and Eugene. The Natural Resources Special Study Policy <br />Report was reformatted and renamed the Natural Resources Functional Plan <br />fallowing planning commission review and recommendations. <br />4. The Eugene, Springfield, and Lane County Planning Commissions rec- <br />ommended adoption of the Natural Resources Functional Plan, inventory, Study <br />Report, and associated working papers with amendments. <br />5. The Eugene, Springfield, and Lane County Planning Commissions rec- <br />ommended adoption of text amendments to the Metropolitan Area General Plan, <br />as shown in Exhibit B incorporated herein by reference. These amendments are <br />included in the Functional Plan. The three planning commissions also recom- <br />mended adoption of amendments to the Metropolitan Area General P1 an diagram, <br />as shown in Exhibit C incorporated herein by reference. <br />6. Notice was provided to the Land Conservation and Development Com- <br />mission on May Zo, 199Z concerning the proposed Metropolitan Area General <br />Plan text and diagram amendments . <br />7. Implementation of the recommended actions contained in the <br />Ordinance - I <br />
