The proposed government-initiated Metrvpvlitan Area General Plan text and diagram amendments are consistent with relevant Statewide Planning Goals and applicable po]icies in the Metropolitan Area General Plan as shown in the Findings set forth in Exhibit D, attached hereto and incorporated herein by reference. NOW, THEREFORE THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section I. The Metropolitan Natural Resources Functional Plan as amend- ed, attached hereto as Exhibit A, and incorporated herein by reference, is adopted. Section 2. The text amendments to the Metropolitan Area General Plan as set forth in Exhibit O, attached hereto and incorporated herein by reference, are adopted. Section 3. The diagram amendments to the Metrvpvlitan Area General Plan as set forth in Exhibit C, attached hereto and incorporated herein by refer- ence, are adopted. Section 4. The findings set forth above and the findings contained in Exhibit D, including the Metrvpvlitan Natural Resources Study Report and amendments thereto, attached hereto and incorporated herein by reference, are adopted. Section 5. Adoption of the Metropolitan Natural Resources Functional Plan, including text and diagram amendments to the Metropolitan Area General Plan, shall become effective only if they also are approved by Lane County and the City of Springfield. Section 6. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, that portion shall be deemed a sepa- rate, distinct, and independent provision and that holding shall not affect the validity of the remaining portions of this Ordinance.
