Policy 4.Q provides for buffering between industrial, commercial, and <br />residential uses. . <br />Policy ll1-B•fi{17}; Reserve several areas within the urban growth boundary for large-scale, campus <br />type, light manufacturing uses. <br />Findings: <br />~ y Approximately 280 acres of the Gateway Refinement Plan area has an SLI Metro Plan <br />designation and is zoned accordingly, `his site is one of two Springfield sites available <br />for large-scale, campus-type, light manufacturing uses. The Gateway Refinement Plan <br />retains the SLI designation for the entire site. <br />Policy 111-B-5{19~: Provide for limited mixing of office, commercial, and industrial uses under <br />procedures which clearly define the conditions under which such uses shall be permitted and <br />which; {a~ preserve the suitability of the affected areas for their primary uses; {b~ assure <br />compatibility; and {c1 consider the potential for increased traffic congestion. <br />Findings: <br />~ y lndustria! Policy 5.4 allows for a limited mixing of commercial and industrial uses in the <br />"Q"Ilaura Street area, under specific conditions that ensure compatibility and traffic <br />congestion issues are addressed, and that the predominant usage of the area remains <br />industrial. <br />Policy ill-B-fi{22~; In order to provide Iocational choice and to attract new special light industrial firms <br />to the metropolitan area, Eugene and Springfield shall place as a high priority service extension, <br />annexation, and proper zoning of all designated special light industrial sites. <br />Findings <br />1) Public Facilities Policies ~ .0 through 5.0 address the provision of appropriate and <br />expeditious public services to the McKenzie-Gateway SLI site. <br />2~ lndustriai Policies $.0 and ~ 3.~ address provision of certain public facilities on the SLI <br />site. <br />Policy 111.8-fi4~5j: Recognize the vital role of neighborhood commercial facilities in providing services <br />and goods to a particular neighborhood. <br />Findings: <br />~) The Commercial Element recommends rezoning of several properties to recognize and <br />encourage the continuation of neighborhood scale uses in the Gateway Refinement <br />Plan area, <br />2~ Residential Policy 12.0 allows for rezoning of up to 3 acres of vacant land, and certain <br />historic properties, in the MDR designated area east of Game Farm Road South to <br />neighborhood commercial {f~Cs under certain conditions. <br />9 <br />
