Policy 111-B•fii2fi~: Encourage the expansion or redevelopment of existing neighborhood commercial <br />facilities as surrounding residential densities increase or as the characteristics of the support <br />population change: <br />Findings <br />~ ~ The Gommercia! Element recommends rezoning of several properties to recognize and <br />encourage the continuation of neighborhood scale uses in the Gateway Refinement <br />Plan area. <br />Environmental Resources 111-C <br />Policy 111•C•7 t2~: Except as otherwise allowed according to FEMA regulations, development shall be <br />prohibited in floodways if it could result in an increased flood level... <br />Findings: <br />~~ Residential Policy 14.0 includes a requirement for engineering studies as part of a <br />development area plan application for any development in the MDR area east of Game <br />Farm Road South that would lie in the 100 year flood plain. <br />2) Natural Assets, Open SpacelScenic Areas, and Recreation Policy 2.0 recognizes the <br />unsuitability of the McKenzie River floodway fat urban development and recommends <br />its usage for fulfilling community recreation needs and for buffering the river from the <br />impacts of adjacent urban development. <br />Policy 111-C•7 {3~: I~Vhen development is allowed to occur in the floodway yr floodway fringe, <br />Iota! regulations shall control such development in order to minimize the potential danger to <br />life and property.within the urban growth boundary, development should result in in-filling of <br />partially developed land... <br />Findings: <br />1 y Residentiai Policy 14.0 includes a requirement for engineering studies as part of a <br />development area plan application far any development in the MDR area east of Game <br />Farm Road South that would lie in the 1 QO year flood plain. <br />Policy Ill-C•8 ~fi~: Agricultural production shall be considered an appropriate interim and temporary use <br />on urbanizable land and on vacant and underdeveloped urban land. <br />Findings: <br />1~ The Gateway Refinement Plan does not contain any text or designation that prohibits <br />agriculture as an interim use in the~urbanizable area. <br />5 <br />
