Policy 111-C-9th 8~: Local governments shall develop plans and programs which carefully manage development on hillsides and in water bodies and restrict development in wetlands in order to protect the scenic quality, surface water and groundwater quality, forest values, vegetation, and wildlife values of those areas. Findings; 1) Residential Policy 4.Q requires a wetlands assessment and delineation prior to development approval in the south Clear Vue neighborhood. Z~ Natural Assets, Open SpacelScenic Areas, and Recreation Element Policy 7.Q requires that all known and potential wetland areas shall be delineated prier to development approval, and that wetlands and wetland mitigation projects shall be maintained to ensure continued provision of wetland functions and values.
