Citizen Involvement Element II(-K <br />Policy III-K-3 l3}: Improve and maintain local mechanisms that provide the opportunity for residents <br />and property owners in existing residential areas to participate in the implementation of policies <br />embodied in this Plan that may affect the character of those areas. <br />Findings: <br />1} The Gateway Refinement Plan process involved a substantial citizen involvement <br />process, which included: conducting two neighborhood informational forums; <br />compiling responses from questionnaires filled out by area residents; review and <br />development by a citizen Plan Advisory Committee =PAC}; mailing meeting notices to <br />over 220 interested parties; and publishing meeting notices in the local newspapers. <br />TRANSPLAN <br />Land Use Policies <br />Policy LU-~: Encourage land development patterns which minimize direct access onto <br />collector and arterial roads. <br />Findings: <br />~) Transportation Policy 4.0 encourages limitations on direct access to arterials and <br />collectors. <br />Policy LU-4: Develop an arterial street system which will attract through automobiles and <br />trucks off local streets. <br />Findings: <br />~ } Transportation Policy Z4.0 SAS RECQMMENDED IN THE SPRINGFIELD PLANNING <br />C4MMlSSION CHANGES} provides for construction of a limited access north-south <br />arteria! in the eastern portion of the Refinement Plan area, which will attract through <br />automobiles and trucks o## residential streets. <br />Policy LU-5: Minimize the adverse impact~of the automobile on local residential streets <br />through the selective use of alternative street designs and application of traffic management <br />techniques. <br />Findings; <br />1 } Transportation Policy ~ 2.0 provides for design and installation of traffic control devices <br />in order to minimize traffic on residential streets. <br />2} Transportation Policy ~ fi.0 provides for evaluation of a "Transportation Demand <br />Management" program as a means of reducing demand on the transportation system. <br />Policy LU-fi: Provide paved bicyclelpedestrian connections between and vrithin adjacent <br />developments through capital planning, refinement planning and local development review <br />processes. <br />1Z <br />
