Transportation Policy ~ S.o provides for evaluation of a "Transportation Demand <br />Management" program as a means of reducing demand on the transportation system. <br />Im lamentation Polices <br />Policy !-3: Consider projects for implementation based upon the following criteria: a. to <br />provide adequate street capacity; b, to correct safety, maintenance or operational problems; <br />c. to construct streets to city standards; d. to provide access to undeveloped land within the <br />urban growth boundary; e. to reroute traffic; f, to implement bicycle or pedestrian facilities to <br />promote the use of alternative modes; g. to improve aesthetics; h, to enhance environmental <br />quality; i, to provide system continuity; j, to coordinate construction with public works <br />activities ~e.g. sewer projects; and k. to promote economic diversification efforts. <br />Findings: <br />~) All projects on the Gateway Refinement Plan Transportation Project List SAS <br />RECOMMENDED 1N THE SPRINGFIELD PLANNING CQMMISSIQN CHANGESy meet one <br />or more of the TransPlan project implementation criteria. <br />Policy 1-7: Include vn-street bike lanes in construction or reconstruction of arterial and <br />collector streets, unless bike facilities are determined to be unnecessary. <br />Findings: <br />~ ~ Transportation Policy 6.o provides for on-street bike lanes in conjunction with <br />construction of collectors and arterials, as needed. <br />Policy 1-$: Include sidewalks in construction or reconstruction of all collector and arterial <br />streets, except freeways or expressways, unless determined to be unnecessary. <br />Findings <br />~ 1 Transportation Policy 7.0 provides for sidewalk construction in conjunction with new <br />residential, commercial, and industrial development projects. <br />Policy 1.9; Provide for bus turnouts, passenger shelters and passenger loading <br />improvements in construction or reconstruction of all collector or arterial streets, unless they <br />are determined to be unnecessary. <br />13 <br />
