References to specific Planning Commission recommended changes t~ the Draft <br />Gateway Refinement Plan wilt be deleted upon final adoption of ordinances incorporating these <br />findings. <br />Fintn~~c;fi <br />DEMONSTRATING GQNSISTENCY DF AMENDMENTS TD THE TRANSPLAN WITH <br />THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN <br />AND APPLICABLE STATE-WIDE PLANNING GOALS, ADMINISTRATIVE <br />RULES, AND STATE STATUTES <br />TransPlan is a functional refinement plan of the Eugene-Springfield Metropolitan Area General Plan <br />Metro Plan). Section 8.030 of the Springfield Development Code ~SDCy specifies criteria that must <br />be met by the Planning Commission and City Council in reaching a decision to amend a refinement <br />plan, These criteria have been adopted consistent with Element IV--Plan Review, Amendment, and <br />Refinement--of the Metro Plan, In accordance with SDC 8.030, findings must be adopted that <br />demonstrate compliance of the proposed amendments to TransPlan with ~~ ~ the Metro Plan, l~~ <br />applicable state statutes, and (3~ applicable State-wide Planning Goals and Administrative Rules. <br />Criterion ~: Demonstrated conformance with the Metro Plan. <br />The TransPlan amendments must be consistent with the Metro Plan and its adopted functional <br />refinement plans. <br />Findings <br />1 ~ Attachment A demonstrates compliance of the Gateway Refinement Plan with the <br />Metro Plan and with adopted TransPlan text. <br />2} Gateway Refinement Plan Transportation Policy i 5.0 requires TransPlan amendment <br />proposals as needed to include the Refinement Plan's Transportation Project List. <br />3~ The TransPlan amendments has described in the attached description and maps <br />implement Gateway Refinement Plan policy regarding the Project List (AS <br />RECOMMENDED IN THE SPRINGFIELD PLANNING COMMISSION CHANGES, and are <br />therefore consistent with the Refinement Plan. <br />4) Since the Refinement Plan is consistent with the Metro Plan and TransPlan text, and <br />the TransPlan amendments are consistent with the Refinement Plan, the TransPlan <br />amendments are consistent with the Metro Plan. <br />5~ The TransP(an amendments were reviewed by the Transportation Planning Committee <br />(TPC), a committee composed of interjurisdictional staff, in accordance with the <br />adopted ~TransPlan amendment process. The Springfield and Eugene planning <br />commissions concurred vrith the TPC recommended TransPlan amendment proposals, <br />which are attached. <br />6y The projects being added to the Street and "Highway Project List," and to the "Bicycle <br />Route Descriptions," all meet one or more of the project justifications described in <br />1 <br />
