If nine or more parking spaces are atherwi se required by subsection <br />9.58fi~c}, the required parking can be reduced by four spaces if the <br />prove s~ ons of subsect~ ons 9, 58fi~e} 1 and 9.58fi~e} 2 are met, and i f <br />the building official further determines that the following <br />conditions will be satisfied: <br />a. The business wi 11 provide employee parking or strong <br />incentives far employees to arrive at work by means other than <br />private automobile. <br />b. The business will provide incentives tv customers to walk, or <br />ri de a bi cycl a ar bus to the establishment. Incentives caul d <br />include, for example, d i spl ayi ng a rack with public bus route <br />maps and schedules, selling bus tokens, and offering bus <br />tokens to customers who present valid bus transfers . <br />c . The business will contribute toward providing urban amenities <br />i n the area identified i n the 19th and Agate Special Area <br />Study adapted by the council on July 11, 1988. Amenities <br />could include, for example, benches, low-level lights, a bus <br />shelter, or other open space improvements. <br />d. The business wi 11 encourage its employees and customers not to <br />park on streets in residential areas by actions such as <br />posting visible notices to this effect. <br />~f } Maximum Number of Automobile Parkin S aces. <br />1. The maximum number of parking spaces for non-residential uses <br />may not exceed 150% of the minimum spaces required by section 9.58fi ~ a-d } . <br />The maximum parking al l awances shal 1 be phased down, according to the <br />schedule below, so that the maxi mum number of spaces allowed shall not <br />exceed the minimum parking requirement by January 1, 2015. The following <br />phasedown schedule shall apply: <br />December 6, 1993 -December 31, 1991 150°/~ <br />January 1, 1998 -December 31, 2001 140% <br />January 1, 2402 W December 31, 2005 130% <br />January 1, 2006 -December 31, 2009 120% <br />January 1, 2010 -December 31, 2014 110% <br />January 1, 2015 144% <br />The maximum parking standard shall apply to all new and expanded <br />surface parks ng lots ~ ncl ud ~ ng those within Parking Exempt areas, but does <br />not apply to handicap. parking spaces, carpool or vanpoo1 parking spaces, <br />or park and ride parking spaces. Public and private parking garages with <br />two or more 1 evel s and public surface parking 1 ots are also exempt from <br />the parking maximums establ shed by this section. <br />2. Except wi thi n a TOD overlay subdistrict, the bui 1 di ng official <br />may approve ~nstallat~on of more than the maximum number of parking <br />stalls, up to 115% of the minimum spaces required by section 9.586, if the <br />Ordinance - 24 <br />
