<br />ORDINANCE NO. 19952 <br /> <br />AN ORDINANCE AMENDING THE BETHEL-DANEBO <br />.REFINEMENT PIAN. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />1. The Bethel-Danebo Refinement Plan was adopted by the City Council by <br />Resolution No. 3716 on September 13, 1982. <br /> <br />2. On May 4, 1993, GraviIle Properties requested classification of a proposed <br />amendment to the Bethel-Danebo Refinement Plan. The Planning Division referred the <br />request to the chair of the Active Bethel Citizens for consideration. <br /> <br />3. The Planning Commission reviewed the proposed amendment on June 7, 1993 <br />and classified it as a minor plan amendment. This action allowed Graville Properties to <br />submit a formal plan amendment application, which it did on September 2, 1993. <br /> <br />4. On October 7, 199~ the Planning Division provided notice of the official <br />application to the Active Bethel Citizens and written notice was mailed to the owners and <br />occupants of property within 400 feet of the subject property. On October 22, 1993 a <br />display ad appeared in the Register Guard advertising the Planning Commission's public <br />hearing. <br /> <br />s. The Planning Commission conducted a public hearing on the proposed plan <br />amendment on November 2, 1993. Based on the written record, including the staff report <br />and the findings contained therein, and public testimony, on November 29, 1993 the Planning <br />Commission recommended revisions to the plan amendment, and submitted the revised plan <br />amendment to the Council for its approval. <br /> <br />6. The City Council held a public hearing on the proposed plan amendment as <br />recommended by the Planning Commission on January 31, 1994, and revised item 6 on page <br />7 of the Planning Commission's recommendation. The plan amendment as revised by the <br />Planning Commission and Council is attached hereto as Exhibit A, and should be approved. <br /> <br />7. Based upon the written record and testimony at the public hearings, the <br />proposed amendment is found to be consistent with the Eugene-Springfield Metropolitan <br />Area General Plan, the Eugene Commercial Lands Study, and the unamended portions of <br />the Bethel-Danebo Refinement Plan. <br /> <br />8. The proposed amendment will not affect the overall land use allocations in the <br />Metropolitan Area General Plan or the Bethel-Danebo Refinement Plan. <br /> <br />Ordinance - 1 <br />
