(JOB #2813) <br /> <br />BACKGROUND <br /> <br />Terry Street between Royal Avenue and Barger Drive. is proposed to be improved <br />during summer, 1994. This project has been included in the City Council <br />adopted Fiscal Year 194' Capital Budget. The project description calls for <br />the street to be improved to a 46-foot width (12-foot travel lanes. a 12-foot <br />center lane and two 5-foot bike lanes) with curbs and gutters. storm sewers. <br />street lights and continuous sidewalk on the east side of Terry Street. Since <br />this is a project that the City Council can initiate per Section 7.160(5), <br />Municipal Code requires that a series of hearings be conducted to assure an <br />opportunity for public input. Even though this particular hearing is not <br />required by code. the nature of the project and unique circumstances regarding <br />one of the properties suggest that a hearing is warranted. Currently, over <br />57.8% of the assessable cost is represented by either irrevocable petitions or <br />other petitions for improvement. Technically this percentage allows the City <br />Engineer to initiate design and bidding. however. the unique circumstances <br />still suggest formal council action. An informational meeting was conducted <br />March 9. 1994. . <br /> <br />Out of six (6) properties proposed to be assessed for a portion of the project <br />cost. none of the property owners attend the informational meeting. Three <br />hundred letters were sent out to residents in the proposed improvement <br />district with 20 attending. The bulk of the letters went to tenants of <br />Woodland Mobile Home Park. Oaneland Mobile Home Park and Summerfield Mobile <br />Home Park. A common concern was traffic flow and how the assessment costs <br />would be distributed by the owners. <br /> <br />FUNDING AND ASSESSMENT <br /> <br />Current City policy states that all properties abutting streets that have not <br />been improved to City standards will participate in the improvement cost. <br />Assessments are a major source of revenue for financing street and storm sewer <br />improvements. Systems Development and deferral funds will be used to finance <br />the non-assessable costs. <br />
