Development, Standards. Properties within the Blair Boulevard Historic Commercial Area are also subject to the Historic Properties Alteration, New Construction and Major New Landscaping Criteria and Historic Property Maving and Demolition Procedure and Criteria set forth in the Eugene Code, 1971. Alterations to the building exterior or landscape of properties located in the historic district shall be in character with the structure's original stylistic integrity as described in the City Landmark nomination. Section 4. Interpretation. References in this Crdinance to a provision of the Eugene Code, 1971 shall be interpreted to be a reference to the provision or successor provision as it exists at the time it is being applied or interpreted. Section 5. That the matters contained herein concern the public welfare and in order to insure the orderly implementation of the provisions hereof an emergency is hereby declared to exist, and this Ordinance shall became effective immediately upon its passage by the City Council and approval by the Mayor retention by the mayor for over ten days, or readoptian over a mayoral veto by two-thirds of all members of the council.
