Dn August 1, 1994 the Eugene City Council deliberated on the May 1994 Draft <br />Whiteaker Plan and related implementation items being processed concurrently <br />including the Metro Plan Diagram amendments. The council took preliminary <br />action to approve the Metro Plan Diagram amendments except far the <br />redesignation of d.84 acres from medium density residential land to high <br />density residential in the west Butte area. <br />Goa12- Land Use Planning <br />Goa12 requires local governments to establish a land use planning process and policy <br />framework as a basis for all decisions and actions related to the use of land and to assure an <br />adequate factual basis for such decisions and actions.
