Findings: <br />1. Goa12 is relevant to all of the praposed amendments; none of the proposed <br />amendments require a Goa12 Exception. <br />Z. During preparation of the whiteaker Plan, inventories were conducted <br />concerning zoning and land use patterns, existing and planned public facilities, <br />building condition, natural and historic resources, and public policy affecting <br />growth and development in the area. Based on the available information, <br />specific land use designations and policies were determined and graphically <br />shown on the whiteaker Plan Land Use Diagram. <br />3. The Draft May 1994 whiteaker Plan identif ed specific areas where changes in <br />the Metro Plan Diagram were needed to ensure consistency between the <br />refinement plan and the Metro Plan. The proposed Metro Plan amendments <br />were based on the factual information obtained from special inventories that <br />were conducted and are consistent with the land use planning process and <br />policy framework established in the Metro Plan. <br />Goal 5- Dpen Spaces, Scenic and Historic Areas, and Natural Resources <br />The purpose of Goa15 is to conserve and protect open space, scenic and historic areas and <br />natural resources. The Goa15 Administrative Rule allows local governments to design a <br />program that: a} fully protects the resources, b} allows conflicting uses and the loss of the <br />resource, or c} provides a mechanism for mitigating negative impacts associated with the <br />conflicting use (partial protection}. <br />findings: <br />1, Goal 5 is relevant to all of the proposed amendments. Some of the proposed <br />amendments have open spaces and scenic resources while others include <br />historic resources. <br />2. Two amendments contain prop ertSr within the Willamette River Greenway <br />boundary. Area # 1 AMA 94-1 }, located in the far northwest section of the <br />neighborhood will amend the Metro Plan to designate as Parks and Gpen Space <br />land within the Greenway that is owned by the City of Eugene and is part of <br />the Willamette River park and open space system. The Metro Plan designation <br />for the remaining area in the amendment will be changed to reflect the existing <br />low-density residential development and will not result in an actual loss of <br />open space or scenic resources. Area #d AMA 94-6} affects land within the <br />Greenway that has been committed to urban development as the former City of <br />Eugene park maintenance facility.
