ORDINANCE NO. ~ cZ 1 °~ <br />AN ORDINANCE ADOPTING THE V~HITEAKER PLAN; <br />REPEALING ORDINANCE NOS. 19460, 19678, AND 19833; <br />ADOPTING A SEVERABILITY CLAUSE; AND DECLARING <br />AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />A, In the spring of 1992 the City Council authorized the initiation of an u date <br />p <br />of the 1978 Whiteaker Plan. The Wh~teaker Plan Update work program was a roved b <br />pp Y <br />the Eugene Planning Commission in June, 1992. The citizen participation com onent of that <br />p <br />program was approved by the Eugene Citizen Involvement Committee in July, 1992. <br />B. Based on a recommendation of the Mayor, on August 26,1992 ~ the Council <br />appointed nine citizens to serve on the Whiteaker Planning Team. <br />C. A citizen survey was prepared by the Whiteaker Planning Team and mailed <br />to Whiteaker residents, businesses, and property owners to help identify ke lan u date <br />. .. Yp P <br />issues. The mailing also included notice of the opportunity to be ~nvalved with the <br />Whiteaker Plan Update and information concerning two community worksho s s onsored <br />.. .. p p <br />by the VL~h~teaker Plarming Team to involve citizens in ident~ficat~on of issues and the lan <br />. P <br />update process held m October, 1992. <br />D. Based on input from the citizen survey, community workshops, and discussions <br />with the Eugene Plantung Commission, Historic Review Board, and ro'ect staff the <br />. P~ <br />Wh~teaker Planning Team completed the identification of key update issues b earl <br />Y Y <br />December, 1992. <br />E, City staff prepared an evaluation of the 1978 Whiteaker Plan which was <br />reviewed the Whiteaker Planning Team. During the preparation of the draft ~Vhiteaker <br />Plan the Planning Team continued its critique and reviewed land use data, zonin <br />. g <br />information, and special written reports on mayor topic areas such as Whiteaker <br />demographics, housing and land use patterns, and public safety. <br />F. A j oint tour of the Whiteaker Neighborhood was conducted by the Plannin <br />. g <br />Commission, H~star~c Review Board and Wh~teaker Planning Team ~n January, 1993, which <br />resulted in a better understanding of the problems and opportunities within the area. <br />G. The Planning Team spent several meetings discussing key Plan Update issues <br />and crafting new goals for the neighborhood.
