A <br />summary of the Plan was mailed to over S,DDD Whiteaker residents, businesses and ro e <br />p P ~Y <br />owners, with full copies of the Plan available for review. The Planning Team reviewed the <br />public comments received on the June draft Plan and forwarded a revised Se tember draft <br />. P <br />to the Eugene Plaluuiig Commission. <br />I. Notices concerning the opportunity to comment on the draft Se tember, 1993 <br />• p <br />Whiteaker Plan and related implementation items to be processed concurrent) with the Plan <br />. y <br />were mailed to over S,DDO Whiteaker residents, businesses and property owners. All <br />standard public notice requirements were met or exceeded for review of the draft tan and <br />. P <br />related implementation items for the two rounds of public hearings conducted b the <br />. Y <br />Planning Commission. <br />J. In response to the high degree of public interest in the project, the Plannin <br />g <br />Commission held three public hearings on the draft Plan and related im lementation items <br />. P <br />concurrently being processed. Public testimony included approxunately 8~ 1l2 hours of oral <br />testimony and 376 pages of written testimony, Ten petitions, with a total of 257 si natures <br />. g <br />were submitted on various issues. <br />K. After 23 work sessions that focused on the Whiteaker Plan and related <br />implementation items, the Planning Commission completed its initial review of the entire <br />draft Plan and related implementation issues on March 14,1994. The Plannin Commission <br />.. g <br />agreed to solicit public testimony on the packet of tentative commission recommendations. <br />L. A public hearing an the tentative recommendations concerning the draft Plan <br />and related implementation items was held by the Planning Commission on Ma 3,1994. <br />y <br />After reviewing the public testimony, the Planning Commission forwarded a recommendation <br />to the City Council on May 17, 1994. The Commission also directed staff to re are a <br />. PP <br />revised version of the draft Whiteaker Plan to incorporate the Commission's recommended <br />changes, referred to as the May, 1994 Draft Whiteaker Plan, attached as Exhibit A hereto. <br />M. A list of priorities for implementing the Whiteaker Plan was also forwarded <br />to the City Council by the Planning Commission.
