amendments to the Metra Plan Diagram to ensure consistency between the broad land <br />uses depicted on the Metro Plan Diagram, and refined land uses shown in the <br />neighborhood plan, The whiteaker Plan also provided a strong policy basis for changing <br />the local zoning to ensure greater consistency between zoning and applicable <br />comprehensive plans. <br />Fundamental Principle 6 indicates that Eugene and Springf eld are the logical providers of <br />services within the Urban Growth Boundary. <br />Findings: The entire Whiteaker Plan area is within the City of Eugene. The whiteaker <br />Plan provides policy direction concerning the provision of City services in several areas <br />such as public safety, frre and emergency medical services, park and recreation services, <br />planning, and transportation facilities. <br />Fundamental Principle 7 states that the Metro Plan is based on a projected population. <br />Findings: The Whiteaker Plan provides guidance concerning land use, transportation <br />facilities, and other public services that will be needed to serve people living and working <br />in the Whiteaker Neighborhood. The Whiteaker Plan was prepared based on a basic <br />understanding concerning broader, metropolitan-wide growth and development issues, <br />The whiteaker Plan is also consistent with the Metro Plan policies and the Land Use Diagram. <br />Below are findings of consistency according to the main chapters within the whiteaker Plan. <br />Neighborhood History and character-Pages 11 through 23 of the Whiteaker Plan, <br />The policies in this chapter address three main areas: l }inventory and protection of historic <br />resources and trees, 2} examination of the City Code with regard to design standards, and 3} <br />preservation of neighborhood identity. <br />Findings; <br />1. Whiteaker Plan policies to inventory and protect historic resources are consistent with the <br />following Metro Plan objectives and policy: <br />"Develop and expand public awareness of the metropolitan area's origin, <br />development and history." ~Cbj.1, page III-I-~} <br />"Encourage preservation and restoration of sites, structures, objects, and areas of <br />cultural, historic or archeological significance for the enjoyment and knowledge <br />of present and future generations." ~4bj . 2, page III-I-2} <br />Exhibit C.
