6. The whiteaker Plan contains policies to apply Site Review to properties with the most
signif cant potential for compatibility issues being raised during new development or
redevelopment, The application of ISR Site Review subdistrict zoning is being
considered concurrent with adoption of the refinement plan, After the City of Eugene
explores the use of design standards, as part of a major update to the Eugene Code, the
need and desirability far site review may change. The Site Review process is currently
the best available tool the City has that will require proposed developments to address
criteria, such as compatibility with the surroundings, yet does not specifically dictate how
the criteria must be addressed thus providing developers the ability to apply creative
solutions. The whiteaker Plan policies regarding application of ISR Site Review and
future examination of changes to development regulations are consistent with the Metro
Plan. whiteaker Plan policies to apply ISR Site Review Subdistrict zoning are consistent
with the following Metro Plan policies:
"Establish or maintain a sense of identity and character for local and
neighborhood areas." ~Obj . 3, page III-E-2}
"Coordinate development to achieve compatibility in mixed-use areas with and
without refinement plans} through the adoption and administration of design
standards." ~Obj. 6, page III-E-3}
"Public and private facilities shall be designed and located in a manner that
preserves and enhances desirable features of local and neighborhood areas and
promotes their sense of identity." Policy 4, page III-E-3}
"Local jurisdictions shall carefully evaluate their development regulations to
ensure that they address environmental design considerations, such as, but not
limited to, safety, crime prevention, aesthetics, and compatibility with existing
and anticipated adjacent uses particularly considering high- and medium-density
development locating adjacent to low density residential.}" Policy d, page III-E-
3}
"Site planning standards developed by local jurisdictions shall allow for flexibility
in design. that will achieve site planning obj ectives while allowing for creative
solutions to design problems."
