The whiteaker Plan contains policies to apply Site Review to properties with the most <br />signif cant potential for compatibility issues being raised during new development or <br />redevelopment, The application of ISR Site Review subdistrict zoning is being <br />considered concurrent with adoption of the refinement plan, After the City of Eugene <br />explores the use of design standards, as part of a major update to the Eugene Code, the <br />need and desirability far site review may change. The Site Review process is currently <br />the best available tool the City has that will require proposed developments to address <br />criteria, such as compatibility with the surroundings, yet does not specifically dictate how <br />the criteria must be addressed thus providing developers the ability to apply creative <br />solutions. The whiteaker Plan policies regarding application of ISR Site Review and <br />future examination of changes to development regulations are consistent with the Metro <br />Plan. whiteaker Plan policies to apply ISR Site Review Subdistrict zoning are consistent <br />with the following Metro Plan policies: <br />"Establish or maintain a sense of identity and character for local and <br />neighborhood areas." ~Obj . 3, page III-E-2} <br />"Coordinate development to achieve compatibility in mixed-use areas with and <br />without refinement plans} through the adoption and administration of design <br />standards." ~Obj. 6, page III-E-3} <br />"Public and private facilities shall be designed and located in a manner that <br />preserves and enhances desirable features of local and neighborhood areas and <br />promotes their sense of identity." Policy 4, page III-E-3} <br />"Local jurisdictions shall carefully evaluate their development regulations to <br />ensure that they address environmental design considerations, such as, but not <br />limited to, safety, crime prevention, aesthetics, and compatibility with existing <br />and anticipated adjacent uses particularly considering high- and medium-density <br />development locating adjacent to low density residential.}" Policy d, page III-E- <br />3} <br />"Site planning standards developed by local jurisdictions shall allow for flexibility <br />in design. that will achieve site planning obj ectives while allowing for creative <br />solutions to design problems."
