E~HiBIT A. <br />Exhibit A. to the ordinance adopting the Whiteaker Plan consists of the May 1994 Draft <br />Whiteaker Plan as amended by the Eugene City Council on August 1,1994 as follows: <br />Changes to text are shown in legislative format with additions in bold and deletions in <br />[brackets]. <br />West Skinner Butte Residential <br />1. Amend the whiteaker Plan Land Use Diagram on page 37 to change the designation of <br />the west Skinner Butte Residential Area from Limited High-Density Residential to <br />Medium-Density Residential. <br />2. Amend Policy 1 on page 48 as follows; <br />1, Recognize the west Skinner Butte Residential Area as appropriate for Limited <br />High-Density Residential use ~2D to 40 units per acre}] Medium-Density <br />Residential pup to Zo units per acre}, <br />3. Delete Policy 2 on page 48 to retain the existing Metro Plan Diagram designation; <br />[2. initiate an amendment to the Metropolitan Area General Plan Diagram to restore <br />the designation of the west Skinner Butte Residential Area from Medium-Density <br />Residential back to High-Density Residential.] <br />4. Amend Policy 3 on page 48 to remove reference to future requests for changes in zoning <br />to high-density residential use and reinstate the policy in the September Draft whiteaker <br />Plan to change the zoning in the subarea to R-21201SR. Amend as follows; <br />3. [During the rezoning of any properties in the west Skinner Butte Residential Area <br />to a zoning district that allows development oflimitedhigh-density housing ~2D to <br />40 units per acre}, apply the Site Review subdistrict to include compatibility with <br />surrounding residential uses and nearby park land.] Change the zoning of the <br />West Skinner Butte Residential Area from R-2, R-31PD, and R-31SR tv R- <br />ZIZOISRexcept in any case where the existing residential density exceeds the <br />density allowed under R-21ZO and the density would be allowed under the <br />existing zoning, <br />
