Use of Site Review <br />5, Amend Policy 2 on page 32 to broaden the application of SR Site Review as follows; <br />2. Apply Site Review subdistrict zoning to properties that are zoned C-2 General <br />Commercial, G0 General Gffice, or I-2 Light-Medium industrial[, or MU-w <br />whiteaker Mixed Use] that are adjacent, across an alley, or across a street from <br />land zoned low-density residential since the uses on these properties are <br />potentially incompatible with the following exception: Do not apply Site Review <br />to C-2 zoned land within the 6th17th Avenue Commercial Area. Also apply Site <br />Review to properties that are adjacent, across an alley, ar across a street from <br />land within a historic district with the following exceptions: Do not apply Site <br />Review to property zoned PL Public Land orlow-density residential. Also apply <br />Site Review to all properties zoned MU-w whiteaker Mixed Use and to all <br />properties zoned R-2120 or any other residential zoning district that allows <br />an equal or higher residential density, excluding property in a historic <br />district. <br />For parcels zoned with the site review subdistrict as part of the whiteaker Plan <br />implementation rezonings, the triggering threshold far when to apply site review <br />shall be as follows: <br />Site review is required for any new development, except for the <br />expansion or alteration of single-family structures in residential use. <br />New development is defined as the development of a new structure, <br />excluding single-family structures, or an addition to an existing structure <br />that expands the building footprint, <br />The Eugene Planning Commission shall consider initiating actions to remove <br />site review requirements, where appropriate, when city-wide design <br />standards have been adopted by the City Council. <br />6. Amend Policy 2 on page 39 to reflect broader application of site review as follows: <br />2. In the Blair Commercial Area...Apply Site Review to properties zoned C-2 <br />General Commercial that are adjacent, for] across an alley, or across a street <br />from land either zoned for low-density residential use or in the historic district. <br />7. Amend Policy 4 on page 41 to reflect broader application of site review as follows: <br />4. Rezone commercially zoned properties in the West Blair Residential Area that are <br />developed with high-density residential uses to R-31401SR and those that are <br />developed with medium-density residential uses or are vacant to R-212o1SR. <br /> <br />
