ORDINANCE NO. 1~~2 7 <br />AN ORDINANCE CONCERNING MU-~V WHITEAKER MILD USE <br />DISTRICT FUR PROPERTIES LOCATED IN THE V~HITEAKER <br />NEIGHBORHOOD; REPEALING ORDINANCE NO. 19834; AND <br />DECLARING AN EMERGENCY <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS; <br />Section 1. Descri tlon and Pur one. The purpose of the MU-W Whiteaker Mixed- <br />Use .District is to encourage the economic vitality of the area for industrial, institutional, and <br />commercial uses while also allowing a mix of residential dwellings. The district will have a <br />broader range of permitted uses than found in any of the existing Eugene zoning districts. <br />No single use will be mandated or required within the area and the district will encourage <br />both a mixture of uses within a building as well as within a block. The mix of land uses and <br />increase in residential density and employment opportunities is designed to provide a place <br />for people to live and work in the same area. <br />The district is intended for application to an area that historically developed primarily <br />with single family homes and small apartments. Zn the early 19oos the area began to <br />develop with industrial uses largely due to the influence of the Southern Pacific Railroad. <br />~n i94S, the area was predominately zoned for light-medium industrial uses. The area is <br />currently characterized by a diversity of uses, including industrial, commercial, institutional <br />and residential. <br />tt is intended that the character of the district develop so that the diversity of uses <br />are enhanced and tied together with various forms of usable public and private open space <br />where there is pedestrian-oriented activity, Appropriate intermingling of structures, street <br />amenities, and major landscape features will be necessary in order to integrate older <br />development with newer development. Development within the district will occur <br />incrementally over time and the district will help ensure a coordinated effort is undertaken <br />to improve the area by the public and private nectars. <br />The MU-W Mixed Use Whiteaker District is also designed to: <br />~a} Encourage the continued economic vitality of existing and redeveloped <br />commercial and industrial uses with recognition of their role in providing a needed <br />diversity of land uses and job opportunities. <br />fib} Encourage an increase in residential density to create additional <br />opportunities for people to live close to major employment areas. <br />~c} Encourage actions that will enhance the attractiveness of the area and <br />ordinance - 1 ~ 05/23/94 <br />
