A community-wide need based on direct and ascertainable community benefits occasioned by the plan change; and - Findings: Facilitating the proposed expansion of the Shelton-Turnbull operations would help keep approximately SS jobs in Eugene, and add approximately 40 new jobs. Conclusions: The proposed amendment for Shelton Turnbull addresses acommunity-wide need for jab opportunities. The amendments are consistent with the above guideline.
