The etitions <br />p <br />represented 55 percent support for the local improvement district. <br />Based on the petitian, the City Engineer initiated the praject, as provided for in Eu ene Code <br />. g <br />7.1608} on January 6, 1994 and the City Council formed the LID on July 11, 1994. The <br />project has now been completed, and final assessment costs have been calculated. <br />Wagner Street was platted as a street in 1980 within the Claret' Plat, 2nd Addition <br />subdivision}, but it was never developed. The abutting property awners re nested that the <br />... q <br />public facil~tres be constructed through the local improvement district SLID} process. The <br />property owners also requested that water and electric service installation be included within <br />the scope of the assessable costs, The City contracted with Eugene Water and Electric Board <br />~EWEB} to install these facilities. EWER billed the cost of the installations to the ci b <br />tY Y <br />lnvalce. <br />P~~ <br />The project included construction of a 28-foot wide street and a 35-foot radius cul-de-sac all <br />i <br />with associated curbs, gutters, walkways, sanitary and storm sewers. <br />A ME <br />F_ final <br />Under City of Eugene assessment policy, 92.8 percent of the improvement costs will be <br />distributed to the abutting property owners.
