8 <br />EUGENE HEARINGS GFFICIAL <br />FINDINGS AND RECDMMENDATIUNS <br />SUBJECT: PAVING, CURB5, GUTTERS, SANITARY AND STORM SEWERS <br />IN ADJACENT TO EMERALD ESTATES 2ND ADDITION. <br />(CONTRACT #94-33) (JOB #3218) <br />BACKGRGUND <br />This project was initiated by a petition from the owner for the construction of streets, sanitary and <br />starm sewers for Emerald Estates 2nd Addition Subdivision. The petitioner represents 1DD% <br />percent of the value of the street assessable costs within the local improvement district SLID}, and <br />bears 64.4°Io percent of the sanitary and storm sewer improvement costs. <br />Based on the petition, the City Engineer initiated the project, as provided for in the Eugene Code <br />7.160$} on Apri11,1994, and the City Council. formed the LID on June 29,1994. The project <br />has now been completed, and final assessment costs have been calculated, <br />PROJECT <br />The praject included construction of a 36~foot wide street with curbs and gutters, sanitary and <br />storm sewers and placement of street gees. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 94°Io percent of the improvement costs will be distributed <br />to the abutting property owners. The final assessment unit casts are listed below: <br />3b' Paving $ 62.36/front foot <br />Storm sewer $ 0.23/sq. foot <br />Sanitary sewer $ 0.13/sq. foot <br />Sanitary service $ 687.35/each <br />Emerald Estates Subdivision was divided into equal lot assessments per a request from the <br />developer. The unit prices quoted above were used to calculate the cost per lot value. <br />Per lot <br />Cost to City: <br />$ 9,084.14/per lot <br />$ ~ 8,655.33 <br />The assessable unit costs listed below are based an the law bids received prior to construction and <br />were quoted to property owners at the LID hearing fallowing the bid opening, <br />Sanitary sewer $ D.131sq. foot <br />Storm sewer $ 0.231 sq, foot <br />Paving $ 68.581lin. foot <br />Sidewall~ $ 11.831lin. faot <br />Cast to City: $ 16,904.41 <br />RECGMMENDATI4N <br />A public hearing regarding the proposed assessment was scheduled for 6:00 p,m. on July 6,1995. <br />Because no persons indicated an interest in attending the hearing, the hearing was canceled.
