MEMORANDUM <br />July d, 1995 <br />TO; Hearings Official <br />FRAM; Les Lyle, City Engineer <br />SUBJECT: PAVING, CURBS, GUTTERS, SANITARY AND STORM SEWERS IN <br />ADJACENT TO EMERALD ESTATES 2ND ADDITION. <br />CONTRACT #94-33} JOB #3218} <br />BACKGROUND <br />This project was initiated by a petition from the owner see attached} for the construction of streets, <br />sanitary and storm sewers for Emerald Estates 2nd Addition Subdivision. The petitioner represents <br />10a% percent of the value of the street assessable casts within the local improvement district ~LID~, <br />and bears 64,4% percent of the sanitary and storm sewer improvement costs. <br />Based on the petition, the City Engineer initiated the project, as provided for in the Eugene Code <br />7.1608} on April 1,1994, and the City Council formed the LID on June 29,1994. The project has <br />now been completed, and final assessment costs have been calculated. <br />PROJECT <br />The project included construction of a 36-foot wide street with curbs and gutters, sanitary and storm <br />sewers and placement of street trees. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 94% percent of the improvement costs will be distributed <br />to the abutting property owners. The final assessment unit costs are listed below: <br />36' Paving $ 62.361front foot <br />Storm sewer $ 0.231sq. foot <br />Sanitary sewer $ U.131sq. foot <br />Sanitary service $ 687.351each <br />Emerald Estates Subdivision was divided into equal lot assessments per a request from the <br />developer.
