BALLOT TITLE <br />BALLOT C~UESTION <br />BALLOT EXPLANATION <br />• AFFORDABLE-HOUSING UTILITY <br />CONSUMPTION TAX. <br />• Shall City Council impose 1 % utility consumption tax <br />for ten years to fund affordable-housing and energy <br />assistance? <br />Amends Eugene Charter. Requires City Council to <br />impose utility consumption tax on consumers of <br />electricity, natural gas, water, cable TV, and sewer <br />services within the City except where exempted by <br />Council ordinance. The tax is linuted to 1 % of the <br />utility charges. The tax proceeds will be used to fund <br />affordable low-income} housing projects (90% of the <br />taxes} and energy assistance to low income persons <br />~ 10% of the taxes}. The tax will terminate in ten <br />years unless electors authorize a continuation. <br />Ballot Title -Exhibit B <br />
